部分发达国家(执业)药师继续教育管理现状分析

Analysis to the Current Situation of Continuing Education Management for Licensed Pharmacists in Some Developed Countries

目的:为加强我国执业药师继续教育的管理提出参考建议。方法:收集、整理国外发达国家(执业)药师继续教育在监管机构、法律依据、实施形式、注册的学分要求,以及收费情况等方面相关信息。结果:部分发达国家均由政府部门授权或委托相关组织或行业协会实施对(执业)药师继续教育的管理,施教机构具有一定的资质,再注册时对学分有一定要求,施教形式多样,并同时提供收费及免费继续教育资源可供选择。结论:根据部分发达国家经验,各国都有相应的法律法规和专门的管理机构规范药师继续教育,严格教学质量管理,实施学分制,将继续教育的完成情况作为药师注册更新的必备条件,同时体现教育的公益性质。

Objective: To provide suggestions for the management of continuing education for licensed pharmacists in China. Methods: Information on the regulatory bodies, legal documents, execution methods, assessment standards, and fees for the continuing pharmacy education in some developed countries abroad have been collected and summarized. Results: In some developed countries, the relevant organizations or the trade associations were authorized or entrusted by the government departments to carry out the management of continuing education for licensed pharmacists. The teaching institutions had certain qualifications, and there were certain requirements of credits for re-registration. There were different forms of teaching and choices for free or charged resources of continuing education. Conclusion: According to the experience of some developed countries, laws and regulations are utilized to regulate the management of continuing education for licensed pharmacists. Strict teaching quality management, the implementation of credit system, and the completion of education will be the necessary conditions for the registration and renewal of pharmacists. At the same time, the public welfare of education should be embodied.
