风险管理是应急管理的关口前移,是一种行之有效的安全预防管理,可以有效地管控风险,降低重大公共卫生事件所带来的损失。为了人类社会的持续和健康发展,风险管理越来越多地运用到了重大公共卫生事件的安全管理当中。人类历史上的重大公共卫生事件大多是由于新型病毒的传播而引发,对新型病毒缺乏了解给重大公共卫生事件的风险管理,尤其是其中的风险识别带来了重重困难,也因此产生了许多问题。文章探讨了在全球化背景下,风险管理在重大公共卫生事件安全管理中运用时遇到的问题及解决办法。

Risk management is the initial stage of emergency management.It is a way of safety management that can effectively control risks and reduce damages caused by magnitude outburst public health incidents.For the sustainable and healthy development of human society,risk management is increasingly applied in the safety management of magnitude outburst public health incidents which have been mostly caused by the spread of new viruses in human history.The lack of knowledge of new viruses has brought lots of troubles for the risk management and especially the risk identification in magnitude outburst public health incidents,and therefore have caused many problems.The paper intends to analyze these problems and searches for solutions in the era of globalization.
