国际警务合作的国内外研究综述

A Review of International Police Cooperation at Home and Abroad

梳理国内外关于国际警务合作的相关研究,可知国内关于国际警务合作的研究起步晚、数量少,相对而言较为“碎片化”,缺乏系统与全面的研究。新时代背景下,中国已然走进世界舞台中央,海外利益大大增加,综合实力与国际影响力大大提升,面对各类非传统安全带来的持续威胁,如何在复杂多变、利益深度调整的国际局势背景下开展更高层次和水平的国际警务合作,成为需要思考的问题,而如何在现有的政府间主义合作范畴下,推动国际警务合作迈向更高水平亦是学界应思考的问题,国内学界应多借鉴国际社会关于国际警务合作的研究,在此基础上推动理论创新从而指导国际警务合作实践。

By sorting out and comparing domestic and foreign researches on international police cooperation,we can see that domestic researches on the subject start late and that the amount is small and relatively“fragmented”,lacking systematic and comprehensive researches.Under the background of new era,China has entered the central stage of the world,overseas interests have greatly increased and the comprehensive strength and international influence are enhanced in the face of a continued threat of all kinds of non-traditional security.How to carry out a higher level of international police cooperation under the background of complex and changeable international situation with deep adjustment of interests has become a problem to be considered.And under the category of cooperation between governments,how to promote the international policing cooperation towards a higher level also becomes problem to be considered.Domestic academic circles should draw lessons from the international community research on the international policing cooperation and promote theoretical innovation to guide cooperation practice.
