协同治理视角下的城市水污染治理

On Urban Water Pollution Control from the Perspective of Cooperative Governance

随着我国城市化进程的加快,城市水污染日益加重,城市水污染问题成为现代化城市发展的首要问题。基于对协同治理理论和城市水污染治理现状的初步了解,发现城市水污染治理的问题主要集中于政府层面,企业层面和社会层面。主要原因是多元主体间合作意识淡薄,多元主体协同参与渠道不畅,多元主体的职责定位不准确和多元主体协同治理机制不健全以及法律法规不健全。因此,建议从加强协同参与意识,拓宽协同参与途径,明确协同主体责任和完善协同参与机制以及建立健全法律体系这五个方面有效地开展城市水污染的治理工作。

With the acceleration of urbanization in China and the increasing urban water pollution,the problem of urban water pollution has become the primary problem of modern urban development.Based on the preliminary understanding of the theory of collaborative governance and the current situation of urban water pollution control,it is found that the problem of urban water pollution control is mainly focused on government,enterprise and social aspects.The main reason is that the cooperation between multiple subjects is weak,the coordination channel between multiple subjects is not smooth,the position of the diversified subject is not accurate and the coordination mechanism of multiple subjects is not perfect and the laws and regulations are not perfect.Therefore,it is suggested to carry out the management of urban water pollution effectively from five aspects:strengthening the synergy participation consciousness,broadening the cooperative participation route,clarifying the coordination principal responsibility and perfecting the cooperative participation mechanism and establishing and perfecting the legal system.
