摘要
马克思公共性视域中的人作为公共存在物,具有对象性、总体性和价值性。这揭示了人与人之间的关系是一种公共交往关系:个人与社会之间不是彼此对立,而是相互联通、彼此同构的;要以价值共赢来超越非此即彼的思维方式。以此来衡量我国当下的基层社区治理,可以看到:社区有效参与相对不足,基于公共交往关系的社区认同和互动仍然比较匮乏;社区居民参与社区事务的主观意愿不足,社区共同体精神尚待建构;作为社区治理主体的居民,权利与义务边界模糊,特权思维制约着价值共赢的实现,消解了社区共同体的本质。为此,增强社区治理者之间的新型公共关系建构,培育社区共同体意识、重构社区精神,以及重塑社区权责意识,应该被纳入当前我国基层社区治理的重要任务之中。
As a public being,man in the vision of Marx's publicity has objectivity,totality and value.This reveals that the relationship between people is a kind of public communication relationship.The relationship between individuals and society is not opposite to each other,but interconnected and isomorphic.We should transcend the “either…or”thinking mode with win-win value.To measure the current grassroots community governance in China,we can see that the effective participation of the community is seriously insufficient,the community identity and interaction based on the public communication relations are still relatively scarce,the subjective will of community residents to participate in community affairs is insufficient,and the community spirit needs to be constructed,residents as the main body of community governance have vague boundary of rights and obligations and privileged thinking restricts the realization of win-win value and dispels the essence of community.Therefore,strengthening the construction of new public relations among community administrators,cultivating community awareness,reconstructing community spirit,and reshaping the awareness of community rights and responsibilities have become an important mission in grass-roots community governance in China.
