摘要
BOT项目的提质增效要求各参与主体在制度框架内利用各自优势开展深度合作实现协同治理。分析BOT实践中存在的制约制度优势发挥的协同治理困境,包括公众参与不足、角色认知模糊、协同目标异化、合作壁垒高耸等,基于SFIC模型从制度设计、协同过程与领导力催化等方面提出改进策略。
In order to improve the quality and efficiency of BOT projects,each participant should make use of their own advantages to carry out deep cooperation to achieve collaborative governance.This paper analyzes collaborative governance dilemma that restricts the exertion of institutional advantages in BOT practice,such as insufficient public participation,vague role cognition,alienation of collaborative objectives,towering cooperation barriers and so on.On the basis,proposes improvement strategies in system design,collaborative process and leadership catalysis based on SFIC model.
