国际考试安全准则介绍及对我国考试组织管理的启示

An Introduction of the International Test Commission Guidelines on the Security of Tests,Examinations, and Other Assessments and Its Enlightenment toChina’s Examination Organization and Management

针对影响考试安全性和有效性的关键问题,国际考试委员会制定考试安全准则,包括考试违规行为的界定与区分、制定和实施考试安全计划、考试实施过程中的安全保障、应对考试中出现的安全漏洞4个方面,供各国的考试组织和服务部门参考使用。通过介绍国际考试安全准则的主要内容,结合我国考试的实际情况,分析考试安全准则对我国考试组织管理的启示,为进一步提高和完善我国考试组织管理水平、保障考试安全、维护考试公平公正提供参考。

To address key issues of assessment security and test validity,the International Test Commission has developed guidelines on the security of tests,examinations and other assessments,whose international application is expected.The Guidelines consist of four parts:defining and categorizing security threats and breaches,developing and implementing a security plan,implementing security for testing and assessment process,and responding to security breaches.By introducing the guidelines with careful consideration of a larger context and discussing their implications for test management in China,this article might inspire test organizers and managers to promote test organization and management,maximize test security,and maintain the fairness of examination.
