系统动力学视角下的在线教育应急管理机制

Emergency Management Mechanism of Online Education from the Perspective of System Dynamics

在线教育是应对疫情等极端条件下教育挑战的重要途径,疫情期间各地开展在线教育出现的基础环境、资源调配、人员素养等问题,反映了在线教育应急管理机制的不足。为此,文章首先从系统动力学的视角,提出在线教育所涉及的环境、资源、人员核心要素,以及资源流、人员流、教学流和管理流等要素之间的关系流。随后,文章对在线教育应急状态下存在的环境支撑不足、资源结构短缺、人员素养不足等要素问题,以及资源流供求失衡、人员流定位不准、教学流灵活不足、管理流缺乏弹性等关系流问题进行了分析。最后,文章提出了包含环境保障、资源调配、灵活教学、弹性管理、多方协同等维度的在线教育应急管理机制,以期为构建在线教育公共服务体系、提升教育系统应对社会突发事件的能力提供建议与对策。

Online education is an important way to deal with the educational challenges under extreme conditions such as epidemic situations,and the problems of basic environment,resource allocation and personnel literacy that occurred in the online education of various regions during the epidemic period reflect the insufficiency of online education emergency management mechanisms.Firstly,from the perspective of System Dynamics,this paper proposed the core elements of environment,resources,and personnel,and the relationship flows such as resource flow,personnel flow,teaching flow,and management flow that involved in online education.Secondly,this paper analyzed the elements issues of insufficient environmental support,shortage of resource structure,insufficient personnel literacy,and the relationship flows issues of imbalance of supply and demand of resource flow,inaccurate positioning of personnel flow,insufficient flexibility of teaching flow,and inelastic of management flow under online education emergency state.Finally,this paper proposed an online education emergency management mechanism that included environmental protection,resource allocation,flexible teaching,flexible management,and multi-party collaboration,in expectation of providing suggestions and measures for the construction of online education public service system and the improvement of the education system‟s ability to respond to social emergencies.
