句容市城乡居民医保制度一体化整合绩效研究

为解决新型农村合作医疗与城镇居民基本医疗保险制度分制带来的种种问题,2016年1月,国务院下发了《关于整合城乡居民基本医疗保险制度的意见》。为响应国家号召,句容市自2018年起开始整合城乡医保制度,实施新的城乡居民医保政策。新政的实施,不仅缩小了城乡基本医保差距,促进了社会公平,同时也提高了城乡居民的满意度。但由于我国城乡之间长期存在二元化经济结构,导致两种制度在整合过程中依然存在统筹层次较低、基金监管不力、资源配置不均、政府宣传不到位等诸多亟待解决的问题。为此,有必要从提高统筹层次、加强基金监管、合理配置资源、强化政府宣传等几个方面出发,进一步优化制度效果,真正惠及全体城乡居民。

In order to solve various problems caused by the separation of the new rural cooperative med⁃ical system and the basic medical insurance system for urban residents,the State Council issued opinions on integrating the basic medical insurance system for urban and rural residents in 2016.In response to the nation⁃al call,Jurong City began to integrate the urban and rural medical insurance system and implement the new medical insurance policies for urban and rural residents in 2018.The implementation of the new policy has not only narrowed the gap between urban and rural basic medical insurance,promoted social equity,but also improved the satisfaction of urban and rural residents.However,due to the long-term existence of dualistic economic structure between urban and rural areas in China,there are still many urgent problems to be solved in the integration process of the two systems,such as low level of overall planning,weak fund supervision,un⁃even allocation of resources,and inadequate government publicity.Therefore,it is necessary to further opti⁃mize the effect of the system from the aspects of improving the overall planning level,strengthening fund su⁃pervision,rational allocation of resources and strengthening government publicity,so as to truly benefit the peo⁃ple.
