我国图书馆版权指南制定的核心要素框架研究——基于国内外版权指南制定的比较与分析

A Research of the Core Element Framework for Library Copyright Guidelines of China Based on the Comparison and Analysis of Domestic and Foreigh Copyright Guides

利用文献调研法和网络调研法,选取国内3份版权指南和国外8份版权指南作为分析样本,按指南名称、制定主体、来源、发布年份、指南目录或大纲、手册目的等进行整理与比较分析。图书馆版权指南制定理论框架应包括遵循国际版权政策为先导、依照我国现有法律为基础、成立版权委员会工作组为制定主体、内容上灵活紧跟时代发展变化、保障制定后的科学性与权威性、发挥图书馆与版权指南的最大价值这6个核心要素。

Using the literature survey method and online survey method,the paper selected 3 domestic copyright guides and 8 foreign copyright guides as analysis samples,and compared and analyzed them from the aspects of the guide name,development subject,source,release year,guide catalog or outline,amd manual purpose.The theoretical framework for the development of library copyright guidelines should be guided by the international copyright policy,and based on the existing laws of our country.A copyright committee working group,as the main body,should be established to lay down the guide,The framework should be flexible in content to keep up with the development of the times,ensure the scientificity and authority after the formulation,and make full play of,the value of libraries and copyright guides.
