基于核心企业合作能力的科创型特色小镇发展研究

A research on the development of the technology innovation characteristic town based on the core enterprise collaborative capability

科创型特色小镇是我国新型城镇化与新兴产业交互发展的产物,在引导产业集聚、推动创新创业、培育新兴产业与促进地区经济高质量发展等方面展现出强大的生命力。然而,由于网络锁定现象,科创型特色小镇目前普遍存在产业导入困难、资源集聚不易、成果转化不畅、内生动力不足等问题,相应理论研究也仍待完善。因此,如何应对网络锁定现象,推进科创型特色小镇高质量发展成为理论和实践亟需解决的课题。本文以核心企业合作能力、创新网络与科创型特色小镇发展的关系为研究对象,综合运用特色小镇、创新网络和合作能力等理论,建构了三者之间关系的理论模型与相应假设,在此基础上,问卷调研了浙江省32个特色小镇的125家核心企业,并利用SPSS和AMOS等统计工具对样本数据进行实证。实证结果显示:核心企业合作能力正向影响创新网络;创新网络正向影响科创型特色小镇发展。根据实证,本文提出了针对性的政策建议和实施举措。本文成果不仅丰富了科创型特色小镇的理论体系,而且也为其高质量发展提供了实践指南。

Technology innovation characteristic town is a type of characteristic town that gathers innovative science and technology resources,integrates multiple spaces such as scientific research,entrepreneurship and innovation,ecology and internet,and it is the product of the interactive development of new urbanization and emerging industries in China.In recent years,technology innovation characteristic town has shown strong vitality in guiding industrial agglomeration,promoting innovation and entrepreneurship,cultivating emerging industries and promoting high-quality development of regional economy.However,due to the network lock-in phenomenon,there are many problems in technology innovation characteristic town,such as difficulty of industrial introduction,difficulty of resource gathering,poor achievement transformation and lack of internal impetus,and the corresponding theoretical research still needs to be improved in the following aspects:(1)As an innovation network of the integration of industry and city,industry leading and innovation driven,technology innovation characteristic town has its own uniqueness.Is the existing innovation network theory applicable;(2)The multi-dimensional deconstruction of core enterprise collaborative capability and innovation network,as well as the evaluation index system of the development of technology innovation characteristic town need to be further study;(3)Although there are many achievements in promoting the innovation network and the mediating effect of innovation network on the development of technology innovation characteristic town,there is little research on the relationship among them.Therefore,how to deal with the phenomenon of network lock-in and promote the high-quality development of technology innovation characteristic town has become an urgent problem in theory and practice.This paper takes the relationship among the core enterprise collaborative capability,innovation network and the development of technology innovation characteristic town as the research object,and proposes the theoretical model and corresponding hypothesis of the relationship among them by using the theory of characteristic town,innovation network and collaborative capability.Based on theoretical model and corresponding hypothesis,this paper investigates 125 core enterprises in 32 Characteristic Towns of Zhejiang Province by using questionnaire,and makes empirical analysis on the sample data by using SPSS and Amos.The empirical results show that the core enterprise collaborative capability has a positive impact on the innovation network and the innovation network has a positive impact on the development of technology innovation characteristic town.According to the empirical analysis,this paper puts forward some policy advice and implementation measures:(1)Enhance the collaborative capability of core enterprises and lay the foundation for the development of technology innovation characteristic town;(2)Encourage small and medium-sized enterprises to actively participate in the construction of technology innovation characteristic town and optimize its development ecology;(3)Promote the comprehensive construction of innovation network and consolidate the development platform of technology innovation characteristic town;(4)Promote the gathering of multiple innovation elements and enhance the development potential of technology innovation characteristic town;(5)Strengthen the scientific guidance role of the government and clarify the development direction of technology innovation characteristic town.The achievements of this paper not only enrich the theoretical system of technology innovation characteristic town,but also provide practical guidance for its high-quality development.
