On Xi Jinping’s Important Elucidation of Ecological Security

习近平将生态安全作为新时代我国国家安全战略的重要组成部分,丰富了国家安全体系的内涵。习近平从理论、历史和现实三个维度论述了生态安全对于人类生存发展、中华文明传承延续和中国特色社会主义的极端重要性,科学回答了为什么要开展生态安全建设的基本问题。习近平强调人居环境安全、生态安全屏障、生态资源安全是我国目前生态安全建设的三大重点领域,为现阶段生态安全建设指明了行动方向。习近平关于构建“五位一体”生态安全体系的思想,即合理规划国土空间、实施重大生态工程、健全区域联动管理机制、加强生态科技创新、防范境外生态风险,为生态安全建设提供了实践路径。

Xi Jinping enriches the connotation of national security system by adding ecological security as an important part to the national security strategy in the new era.Xi explains in three aspects of theory,history and reality why ecological security is of extreme importance to human existence and development,inheritance and continuation of Chinese civilization,and socialism with Chinese characteristics,answering in a scientific way the basic questions as to why we need to carry out ecological security construction.Xi emphasizes that environmental safety for inhabitants,ecological security measures,and ecological resources security are the three significant fields in China’s current ecological security construction,which points the right direction for the ecological security construction in the present stage.Xi also provides approaches to practice by putting forward“five-in-one”ecological security system,namely,reasonably planning national territory,implementing highly important ecological projects,improving regional cooperative management mechanism,strengthening ecological technological innovation,and preventing outbound ecological risks.
