福建省"以人民为中心"发展评价体系的构建与测量分析

Fujian Province the"People Centered"Development of the Construction of Evaluation System and Measurement Analysis

党的十九大提出的"以人民为中心"的发展思想,是新时代发展的重要方向、实现途径和基本原则;"五大发展理念"则是从战略思维思考了一系列重大关系问题后形成的新的发展观。本文以"人民为中心"的发展思想为主旨,"五大发展理念"为目标,编制福建省经济社会发展评价体系——"人民发展指数"。在测量分析过程中,首先,进行数据标准化、确定各级指标权重和指数合成等统计学上的技术处理;其次,通过对福建省"人民发展指数"的实证分析,对福建省发展现状进行评估;最后,根据测量分析结果,有针对性地寻找提升福建省人民"人民发展指数"的对策。

The development thought of the"People Centered"was put forward on the 19th CPC National Congress,and it is the important direction of the development,realizing method and basic principle of a new era;from thinking a series of major strategic relationship problem,"five vision for development"formed a new concept of development.This paper regards the"people centered"philosophy of development as purpose and"five vision for development":as the target and constructs the evaluation system of economic and social development of Fujian province——"People's Development Index"In the process of measurement and analysis,first of all,I finish statistical techniques such as standardizing the data,determining the index weight of all levels and synthesis index;Second,through the empirical analysis of the"People's Development Index"of Fujian province,I evaluate the current situation of the development of Fujian province;Finally,in terms of the results of the survey and analysis,I target countermeasures for ascending PDI of Fujian.
