农业农村优先发展与中国经济高质量均衡增长

十九届五中全会提出"农业农村优先发展"是解决我国经济发展过程中长期存在的不平衡不充分问题的关键。为保证未来经济的高质量均衡发展,中国应从系统动态平衡理论出发,以城乡协调、工农协调、区域协调为目标,对农业农村发展的制度框架进行系统的顶层设计。未来农业农村优先发展战略要以新型城镇化和土地制度创新为抓手,引导农村人口有序转移,积极促进城乡一体化发展和公共服务均等化;要以"后脱贫时代"治理相对贫困为主要抓手,以"制度普惠"取代"制度二元",推动欠发达地区整体发展和内生性发展;要以农村组织化和集约化经营为抓手,积极培育新型农业经营主体,加强农业社会化服务水平,推动农业现代化和农村现代化。

The 5th Plenary Session of the 19th CPC Central Committee put forward that"giving priority to the development of agriculture and rural areas"is the key to solving the long-standing imbalance and insufficiency problems in the process of China's economic development.In order to ensure the high-quality and balanced development of the future economy,China should start from the theory of system dynamic balance,take the urban-rural,industry-agriculture and regional coordination as the goal,and make a systematic top-level design of the institutional framework of agricultural and rural development.In the future,the prioritized development strategy of agriculture and rural areas should take the new urbanization and land system innovation as the fulcrum,guide the orderly transfer of rural population,and actively promote the integration of urban and rural development and the equalization of public services;focus on controlling relative poverty in the"post-poverty era",and replace the"institutional duality"with"institutional inclusiveness",so as to promote the overall and endogenous development of the underdeveloped areas;place an emphasis on the rural organized and intensive operation,actively cultivate new agricultural business entities,strengthen the level of agricultural social services,and promote agricultural modernization and rural modernization.
