成都平原经济区固体废物产生量与经济增长的关系及驱动因素分析 被引量:4

摘要 为探究2013-2017年成都平原经济区工业废物、医疗废物、城市生活垃圾产生量与经济增长的关系以及驱动因素,采用了脱钩模型和对数平均迪氏指数(LMDI)分解法进行分析。结果表明:2013-2017年成都平原工业废物产生量与经济增长为强脱钩状态,其中排放强度效应是主要因素,即工业技术的发展抑制了工业废物的产生;医疗废物、城市生活垃圾产生量与经济增长均为扩张连接状态,其中经济水平效应是主要因素,即经济增长促进了医疗废物以及城市生活垃圾的产生,而排放强度效应起抑制作用。因此,建议设立科研经费或其他项目经费,鼓励相关企业不断自主研发新工艺新技术,同时应统筹综合利用设施或无害化处置设施的建设,进一步提高固体废物的资源化利用或无害化处置效率;研究制定固体废物堆存、处置等方面的政策,通过增加资金支持或减免税收等方式,鼓励企业提高固体废物的管理水平。 In order to study the relationship between production of industrial waste,medical waste,municipal solid waste generation and economic growth in Chengdu Plain Economic Zone in 2013-2017,the driving factors of industrial waste,medical waste and municipal solid waste generation were analyzed by Tapio model and LMDI decomposition.The results showed that:the relationship between industrial waste production and economic growth was strong decoupling,and the emission intensity effect was the main factor to inhibit the industrial waste generation.The relationship between production of medical waste,municipal solid waste and economic growth was expansion connection and economic level effect was the main factor to promote medical waste and municipal solid waste generation,which meant economic growth promoted medical waste and municipal solid waste generation.However,the emission intensity effect inhibited the medical waste and municipal solid waste generation.Therefore,research and development funds or other project funds could be set up to encourage relevant enterprises to continuously independently develop new processes and technologies.At the same time,the construction of comprehensive utilization facilities or harmless disposal facilities should be coordinated to further improve the resource utilization of solid waste.Related policies should be studied and formulated on solid waste storage and disposal,to encourage enterprises to improve solid waste management by increasing financial support or tax relief.
