重庆市医养结合服务的供需现状、问题及建议

Supply and demand status,problems and suggestions of combination of medical and nursing care service in Chongqing

目的调查重庆市医养结合服务的供需现状并分析问题,为重庆市下一步医养结合服务的开展提供数据支持及建议。方法运用文献资料分析与实证调查分析方法,对重庆市医养结合服务政策顶层设计及其演变、医养结合服务供需现状、医养结合服务实际开展状况、开展医养结合服务存在的问题及建议等方面进行分析。结果目前重庆市医养结合养老服务政策经历了规划阶段、发展阶段、深入完善阶段共三个阶段,医养结合服务呈现出刚性服务需求大、医养结合资源总量缺乏、区域之间医养结合服务发展不平衡的特点。但仍存在政策设计缺“项”、政策落实缺“力”、服务质量缺“质”等问题。建议应持续完善顶层设计、提升医养结合服务质量、加快智慧医养步伐。结论重庆市医养结合养老体系建设不断完善,但仍存在诸多问题和困难,建议应持续完善顶层设计、提升医养结合服务质量、加快智慧医养步伐。

Objective To investigate the current situation of supply and demand of combination of medical and nurs⁃ing care in Chongqing,and to analyze the problems,so as to provide data support and suggestions for the development of the combined services.Methods Using the methods of literature analysis and empirical investigation,analyzes the toplevel design and evolution of Chongqing's integrated of medical and nursing care policy,the current supply and demand sit⁃uation of medical and nursing care,the actual development situation of medical and nursing care,the problems and sugges⁃tions of medical and nursing care in Chongqing.Results At present,the policy of combination of medical and nursing care in Chongqing has gone through three stages:planning stage,development stage and in-depth improvement stage.Be⁃sides,the combination of medical and nursing care is characterized by large demand for rigid services,lack of total resourc⁃es and unbalanced development between regions.Meanwhile,there are still some problems,such as the lack of"items"in policy design,the lack of"strength"in policy implementation,and the lack of"quality"in service quality.It is suggested that the policy design should be continuously perfected,the quality of combined medical and nursing care should be im⁃proved and the pace of intelligent combination medical and nursing care should be quickened.Conclusion There are still many problems and difficulties in the construction of medical and nursing care system in Chongqing.It is suggested that the policy design should be continuously perfected,the service quality of the combination of medicine and nursing care should be improved,and the pace of the intelligent combination of medical and nursing care should be quickened.
