Study on the Protection of the Yellow River Wetland by Law

黄河湿地是连接青藏高原、黄土高原和华北平原的生态廊道,肩负着提供水源、保证粮食安全、维护生物多样性的重要使命,我国高度重视黄河流域生态保护和高质量发展并将其上升为国家战略。然而现阶段黄河湿地生态环境脆弱,水资源短缺与污染并存,对传统的湿地碎片化治理提出新挑战。针对黄河流域湿地保护管理面临的基本概念混乱、统一的规范体系缺失、合作机制不完善等诸多问题,未来我国应该确立科学的基本概念,积极推进黄河湿地立法,构建一体化的执法机制,促进黄河湿地保护工作的可持续发展。

The Yellow River wetland is an ecological corridor connecting the qinghai-tibet plateau,the Some Random Place Somewhere and the North China Plain.It has an important mission of providing water,ensuring food security and maintaining biodiversity,china attaches great importance to the ecological protection and highquality development of the Yellow River Basin and promotes it as a national strategy.However,at present,the Yellow River wetland environment is fragile,water shortage and pollution coexist,which poses a new challenge to the traditional management of wetland fragmentation.In view of the confusion of basic concepts,the lack of uni⁃fied normative system and the imperfect cooperation mechanism in the Yellow River basin wetland protection and management,China should establish scientific basic concepts in the future and actively promote the Yellow River wetland legislation,constructing an integrated law enforcement mechanism to promote the sustainable de⁃velopment of Yellow River wetland protection.
