地市级广播电视大学的现状、困境和发展策略——基于河南安阳广播电视大学的思考

Research on the Current Situation,Dilemma and Development Strategy of Prefectural-level Radio and Television University--Based on the Thinking of Anyang Radio and Television University

目前,地市级广播电视大学普遍面临被整建制合并,师资有减无增(或增少减多),招生规模呈减少趋势,办学空间缩小、经费不足,加挂地方社区大学之名且社区教育不温不火等现状;存在持续发展信心不足,转型发展方向不明,强烈的系统归属感和系统管理的松散化反差明显,办学的相对独特性与所合并院校办学的一般性间的矛盾不易协调等困境。文章提出地市级广播电视大学要优化资源配置、明确办学定位,狠抓教学质量、注重文化建设,积极主动作为、放大成教优势,加强校企合作、搞活社区教育等发展策略。

It is found that the Municipal Radio and TV Universities are generally faced with the following prob⁃lems at present,such as the merger of the organizational system,the reduction of the number of teachers,the de⁃creasing trend for the number of enrollment,the reduction of the space for running schools,the insufficiency of funds,the dependence on local community universities,and the stagnant development of community education.What’s more,it exists some difficulties,which include the lack of confidence in sustainable development,un⁃clear direction of transformation and development,strong sense of belonging to the system and loose management of the system,relative uniqueness of the school running and general difficulties of the merged colleges and univer⁃sities.As a result,it puts forward the suggestions that the the Municipal Radio and TV Universities should opti⁃mize the allocation of resources,make clear the orientation of running a school,pay close attention to the quality of teaching,focus on the cultural construction,take the initiative to enlarge the advantages of adult education,strengthen the cooperation between school and enterprise,enliven community education and other development strategies.At the same time,it puts forward the emphasis that system of Radio and TV Universities should carry out constructive self reform in theory and practice from the top-level design.
