重大疫情期间的信息安全治理与舆论控制研究

On Information Security Governance and Public Opinion Control DuringMajor Epidemics

重大疫情期间,网络信息安全对全国抗疫局势、全民抗疫信念产生了重大影响。通过对2020年疫情期间暴露的个人信息泄漏、特殊类型的谣言传播、恶意引导网络舆论三类主要风险的分析,明确我国信息治理与舆论控制面临的挑战。据此总结出重大疫情期间网络舆论具有的强化社会监督、加快信息流动、优化问题解决模式、减轻心理压力的社会价值。提出应当从法律规制、安全保障机制、行业与社群自律机制三方面完善信息保护与舆论控制机制。

During a major epidemic,network information security has a significant impact on the national anti-epidemic climate and people’s anti-epidemic belief.Through the analysis of the three major risks of personal information leakage exposed during the epidemic,the spread of special types of rumors,and the malicious guidance of network public opinion,the challenges of information governance and public opinion control in China are clarified.On this basis,the social value of network public opinion during a major epidemic is summarized,which includes strengthening social supervision,speeding up information flows,optimizing the problem solving mode and reducing psychological pressure.It is suggested that the information protection and public opinion control mechanism should be improved from three aspects:legal regulation,security guarantee mechanism,and industry and community self-discipline mechanism.
