China’s Program to Promote Global Security Governance

当今世界处于二战结束以来又一个重要的历史时刻,国际社会对变革全球安全治理体系的呼声日益升高。推进全球安全治理的中国方案主要包括:高举构建人类命运共同体旗帜,坚持多边主义理念,倡导新安全观,建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界;始终不渝地走和平发展道路,通过对话协商与和平谈判妥善解决矛盾分歧,推动构建地区安全合作架构,积极参加联合国维和行动;推动构建新型伙伴关系,围绕协调和合作构建总体稳定、均衡发展的大国关系框架,按照亲诚惠容和与邻为善、以邻为伴方针深化同周边国家关系,秉持正确义利观和真实亲诚理念加强同发展中国家团结合作;积极参与全球安全治理,维护全球战略平衡与稳定,推进大规模杀伤性武器军控进程,推进新型安全领域规则制定,促进国际安全合作。

The world today is at another important historical moment since the end of World War II,and the international community is increasingly calling for the reform of the global security governance system.China’s program to promote global security governance mainly includes the following:holding high the banner of building a community of shared future for mankind,adhering to multilateralism,advocating a new concept of security,and building a world of lasting peace,universal security,common prosperity,openness,tolerance,cleanliness and beauty;always following the path of peaceful development,properly resolving contradictions and differences through dialogue,consultation and peaceful negotiations,promoting the construction of regional security cooperation frameworks,and actively participating in UN peacekeeping operations;promoting the construction of a new type of partnerships,building an overall stable and balanced development framework for relations between major powers based on coordination and cooperation,deepening relations with neighboring countries in accordance with the principles of amity,sincerity,mutual be-nefit,inclusiveness and good partnership with neighbors,and strengthening unity and cooperation with developing countries with the correct concept of righteousness and interests and true sincerity;and actively participating in global security governance,maintaining global strategic balance and stability,advancing the process of arms control of WMD,promoting the formulation of rules in new security areas,and pushing forward international security cooperation.
