考虑低谷调峰限制和环境成本的发电容量规划 被引量:2

摘要 提出一种考虑低谷调峰限制的含可再生能源电力系统发电容量规划模型,该模型能确保通过运行调度最优发电容量组合满足规划年中每一天的低谷调峰限制,然后结合筛选曲线法和拉格朗日松弛法进行求解。而且,为了研究环境成本对发电容量规划和系统调峰性能的影响,在发电成本中增加CO_(2)排放成本。最后,算例分析验证所提方法的合理性和有效性,结果表明了在高渗透率可再生能源电力系统发电容量规划中综合考虑低谷调峰限制和环境成本的必要性。 A generation capacity planning model for power systems with renewable energy resources is proposed to consider the base-load cycling capacity constraints. In this model,the daily base-load cycling capacity constraint in the planning year can be satisfied through dispatching the optimal generation capacity mix. The combination of screening curves method and Lagrange relaxation method is applied to solve this model. In addition,to investigate the impacts of the CO_(2) emission cost on the optimal generation capacity mix and base-load cycling capability,the CO2 emission cost is introduced in generation cost. Numerical simulations are presented to verify the reasonableness and effectiveness of the theoretical analysis. The simulation results demonstrated that it is quite necessary to consider the base-load cycling capacity constraints and environmental costs in generation capacity expansion planning for power systems with high penetration of renewable energy.
