陕西省高质量发展测度与评价研究

Research on Measurement and Evaluation of High-Quality Development in Shaanxi Province

测度陕西省高质量发展水平是研究高质量发展存在问题与对策的前提。结合黄河流域高质量发展战略要求,分别从经济发展、科技创新和生态环境三个方面,构建陕西省高质量发展评价指标体系。运用灰色关联分析法构建关联矩阵,并采用熵权法确定指标权重,建立陕西省高质量发展测度模型,对2000—2018年陕西省高质量发展水平进行测度。实证结果表明,陕西省高质量发展综合指数得到稳步提升,创新驱动已经成为陕西省经济高质量发展的第一动力,需进一步加大生态环境环保力度。

Measuring the level of high-quality development in Shaanxi Province is the premise of studying the problems and countermeasures of high-quality development.Combined with the strategic requirements of high-quality development of the Yellow River Basin,the evaluation index system of high-quality development in Shaanxi Province is constructed from three aspects of economic development,scientific and technological innovation and ecological environment.The grey correlation analysis method is used to construct the correlation matrix,and the entropy weight method is used to determine the index weight,and the high-quality development measurement model of Shaanxi Province is established.Through the empirical analysis from 2000 to 2018,the comprehensive index of high-quality development in Shaanxi Province has been steadily improved,and innovation driven has become the first driving force of high-quality economic development in Shaanxi Province.It is necessary to further strengthen the ecological environment protection.
