摘要
2001年以来我国大学生入伍政策经历试点、全面实施、调整创新三个阶段.本文采用文本分析法,对政策的数量、颁布时间、类型、权威部门做定量分析.采用内容分析法,综合考察大学生入伍政策为什么实施、由谁实施、对谁实施、怎么实施.分别用法律规范的假设、处理和制裁三个要件以及政策规范的目标、对象和措施三个要素分析发现,大学生入伍政策存在法理模糊,价值偏离,对象不全,路径分散,长效机制式微等问题。为改进大学生入伍政策,需要强化价值引领,明晰政策目标,全纳政策主体和对象,加强政策措施的统一与综合配套。
Since 2001,the development of the enlistment policy for college students in China has gone through three stages:pilot,comprehensive implementation,adjustment and innovation.Text analysis method is used to make quantitative analysis from the number of policies,time of promulgation,type and authority departments of policies.Adopts content analysis method,a comprehensive implementation why the enlistment policy for college students is implemented,by who,to who,and how to implement,with the hypothesis that legal norms,processing,and anctions on three elements,as well as on the policy goals,objects and measures of three ele⁃ments,the above normative analysis found that college students in China policy is facing legal fuzzy,value de⁃viation,incomplete objects,scattered path,long-term mechanism decline,etc.It is necessary to strengthen value guidance,clarify policy objectives,inclusive policy objects,strengthen the unity and comprehensive sup⁃port of policy measures,.
