摘要
结合食用农产品质量安全法律法规和食用农产品合格证制度要求,阐明了设立第三方出证主体的背景、构想、性质,提出了规范设立第三方出证主体获取出证资质的条件、方式和承担的责任、义务。设立第三方出证主体拓宽了食用农产品合格证出证体系,为全面推进食用农产品合格证制度创造了有利条件。
According to edible agricultural products'quality safety laws and regulations and requirements of edible agricultural product certification system,the background,conception and nature of establishing the third-party certification body were illustrated.The conditions,methods,responsibilities and obligations of getting certifications from the normative third-party certification body were put forward.The establishment of the third-party certification body can broaden and promote the edible agricultural product certification system comprehensively.
