监管工具对地方政府网站绩效的影响机制研究——基于各省政府网站监管报表的实证分析

The Influence Mechanism for Website Regulatory Tools on the Performance of Local Government Websites——An Empirical Analysis Based on the Regulatory Reports of Government Websites

政府网站监管已经成为提升政府网站绩效水平的重要手段,实践中发现各省政府网站监管工具的效果存在异质性。本研究聚焦监管工具对政府网站绩效发展的有效作用机制,具体以全国30个省(不包括港澳台地区和甘肃省)为研究对象,以政府监管类型框架为依据,基于2017年和2018年各省政府网站监管报表,采用回归分析和模糊集定性比较分析(fsQCA)的混合方法进行研究。研究发现从政府工具角度看,各省政府网站绩效差异化发展取决于:(1)各省对抽查和公民参与等具有显著贡献的监管工具的应用程度;(2)信息收集环节工具与行为调控环节工具的适配度,即基于政府行政权威的监察机制是否在信息收集和行为调控环节发挥基础性作用及监管控制环节的完整性。

Government website regulatory has become more important to improve the performance of government websites.In practice,it is found that the effect of provincial government website regulatory tools is different.This paper focuses on the impact of government internal regulatory tools on the performance development of government websites.Based on the regulatory reports of provincial government websites in 2017 and 2018,this paper analyzes 30 samples of provincial governments using the hybrid method of panel data regression and fsQCA.The paper find that the reasons for the differences in the performance of provincial government websites are as follows:One is the different application degree of supervision tools which have significant contribution to spot check and citizen participation.Another is the fitness of tools in information collection and behavior regulation is different.The underlying formation mechanism of the differences is whether the supervision mechanism based on the administrative authority of the government plays a fundamental role in the information collection and behavior regulation,and the integrity of the regulatory control link.
