空间边界争议:对城市产权混合社区冲突的理论解释——“隔离墙争议”的扎根理论研究

Contested Spatial Boundaries:Theoretical Explanation of the Mixed Tenure Communities Conflict——A Study on"Contested Separation Wall"with Grounded Theory

蕴含包容性发展理念的城市产权混合社区为何在实践中引发社区冲突悖论?本文以五个不同类型的城市产权混合社区的"隔离墙争议"现象为例,采用扎根理论方法提炼出"空间边界争议"这一概念,以此诠释城市产权混合社区冲突的具体表征和作用机理。研究表明:混居社区冲突的实质是由物理空间边界机制、心理空间边界机制以及政府规制情景共同作用的结果。配建保障房政策执行过程中,政府基于土地交换价值公共利益最大化而采取均衡化的空间逻辑,与资本市场基于级差地租最大化采取的差异化空间逻辑之间的博弈,是混居社区物理空间边界争议的根源。住房市场化改革以来,基于市场途径和福利政策途径产生的住房利益感知差异与观念认知差异,形塑着混居社区不同住房产权群体的心理空间边界。规制效度与冲突治理策略构成的政府规制情境调节空间争议向社区冲突转化的频度。"空间边界争议"概念不仅为社区冲突肇因提供了空间维度的竞争性解释,同时也拓展了空间政治经济学在城市治理领域的解释范围。这一分析思路为城市政府制定系统性的住区政策,实现包容性城市治理提供了治理建议。

Why does the urban mixed-tenure community that contains the concept of inclusive development trigger the paradox of community conflict in practice?This article takes the phenomenon of"contested separation wall"in five different types of urban mixed-tenure community as an example,and uses grounded theory methods to extract the analytical concept of"contested spatial boundaries"in order to interpret the specific features and mechanism of conflicts in urban mixed-tenure community.The findings indicate that the essence of the conflict in the mixed community is the result of the combined effect of the physical space boundary mechanism,the psychological space boundary mechanism and the government regulation situation.During the implementation of the policy of mixed building mode of affordable housing,the game between the balanced spatial logic adopted by the local government based on the maximization of land exchange value of public interest and the differentiated spatial logic adopted by the capital market based on the maximization of differential land rent income,which is a dispute over the physical space boundary of the mixed-tenure community.In the era of housing stratification,the difference in perceptions of housing benefits and perceptions of housing benefits based on market approaches and welfare policy approaches,which shaped the psychological space boundaries of different groups in mixed communities.The government regulation situation composed of regulation validity and conflict governance strategy regulates the frequency of transforming spatial disputes into community conflicts.The concept of"contested spatial boundaries"not only provides a competitive interpretation of the spatial dimensions for the causes of community conflicts,but also expands the interpretation of spatial political economy in the field of urban settlement governance.This analytical thinking provides governance enlightenment for city governments to formulate systematic settlement policies and realize inclusive urban governance.
