粤港澳大湾区建筑消防规范协同的设想与展望

Perspectives of Coordinating Fire Safety Codes in the Guangdong-Hong Kong-Macao Greater Bay Area

规范和标准的协同是粤港澳大湾区共同建设和深度融合的基础,而珠三角九市、香港及澳门的建筑消防规范在制度和技术方面有着一定差异。基于大湾区各地建筑消防规范的差异,分析了国内京津冀地区消防规范协同的经验,以及美国、欧盟和英国协同内部各地区消防规范的不同方式。进一步提出大湾区消防规范协同的2个设想:①编撰广东省的大湾区消防法规协同体系;②编撰适用粤港澳三地的大湾区建筑消防安全技术标准体系,以期推进大湾区建筑产业的融合,提高公共安全,促进不同城市群的建设。

To facilitate the co-development in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),the foundation step is to coordinate and integrate different codes and standards in different districts.However,there are differences between the fire safety codes in three districts.Based on the code difference in the GBA,this paper analyzes successful experiences of fire code coordination in the Beijing,Tianjin,and Hebei,as well as those within USA,EU,and UK.Then,two approaches were proposed for integrating the fire safety code for the GBA:①making a GBA fire code framework of Guangdong;②making a framework to guide the fire safety technical standards in GBA that can be applied to all three districts.Such proposals aim to promote the collaboration of construction industry,improve public safety,and accelerate the development of cites.
