摘要
以亚吉铁路为项目背景,围绕海铁联运管理模式展开探讨。海铁联运的管理模式分为港口自主管理模式和路港协作管理模式2类。论文结合大连港港站及湛江港港站实例分析2种模式的特点,并根据亚吉铁路运营实际情况,提出了契约式协作管理模式,对该模式适应性进行分析。实践证明,该模式在一定程度上实现了港口和铁路的一体化经营,简化了相关手续的办理,降低了运输成本,有效地提高了海铁联运整体的运输效率。
Taking Addis Ababa-Djibouti railway as the project background,the management mode of sea-rail combined transport is discussed.Sea rail transport management model is divided into port autonomous management and port-rail collaborative management model,the paper combining with an instance of Dalian port station and port of Zhanjiang harbour station analyses the characteristics of the two modes,and based on the actual situation,puts forward the contractual collaboration management mode,analyzes the model adaptability,practice has proved that the model in a certain extent,to realize the integration of the port and rail operations,simplify the procedures of related,reduce the transportation cost,effectively improve the whole of the sea-rail transport efficiency.
