施工方案措施的选取对最高投标限价影响研究

Research on the Influence of the Selection of Construction Scheme and Measures on the Maximum Bidding Price

国有资金投资的建设工程招标,必须编制招标控制价(最高投标限价)[1],概预算定额在今后相当长的一段时间内还是最高投标限价的编制基础,估算指标还处于不断补充、不断更新的过程,有的地方甚至缺乏完整的体系。在完善工程计价依据,加强工程造价数据积累及施工合同履约管理的过程中,工程招标投标及最高投标限价如何自主报价、竞争定价成为一道难题。文章试着从施工方案措施选取角度来分析其对概预算定额计取的最高投标限价影响,揭示概预算定额在此方面的问题,为将来企业市场询价、竞争谈判“走出去”等提供借鉴。

For the bidding of construction projects invested by state-owned funds,the bidding control price(maximum bid limit price)must be worked out,and the estimated budget quota will be the basis for compiling the maximum bid limit price for a quite long period of time in the future.The estimation index is still in the process of continuous supplement and update,and some places even lack a complete system.In the process of improving the engineering valuation basis,strengthening the construction cost data accumulation and the construction contract performance management,how to independently quote and competitively price the engineering bidding and the highest bidding limit price will become a difficult problem.This paper tries to analyze its influence on the highest bid price limit calculated by the estimated budget quota from the perspective of the construction scheme and measures selection,and reveals the deficiency of the estimated budget quota in this respect,so as to provide reference for the enterprise market inquiry and competitive negotiation"going out"in the future.
