摘要
生态文明制度创新既是一个实践层面的重大现实问题,也是理论层面亟需开展探讨的基础问题。生态文明制度的逻辑理路是生态文明制度创新的逻辑指针。针对生态文明制度创新的逻辑内涵,进行生态文明制度创新要基于理论逻辑、目标逻辑和实践逻辑三维理路,并结合生态文明制度建设实践,着力构建生态行为全程调控的行政规制制度、健全生态市场经济制度、完善生态文明建设治理制度等。
Institutional innovation of ecological civilization is not only an important practical problem,but also an essential issue to be explored theoretically. The logic clue of ecological civilization is the logical guideline of the institutional innovation of the ecological civilization. Aimed at its logical connotation,institutional innovation of ecological civilization should be based on the three-dimensional clues,i. e. theoretical logic,objective logic and practical logic. Combined with the construction practice of ecological civilization institution,efforts should be made to build an administrative regulation system for the whole process of ecological behavior regulation,improve the ecological market economy system and perfect the governance system for ecological civilization construction.
