高校应对重大疫情实践系统的现实困境与优化路径

Reality Dilemma and Optimization of the Implementation of Response System to Major Epidemics at Colleges and Universities

高校应对重大疫情实践的职责内涵是将疫情防控置于首位,同时不忘疫情期间立德树人使命,并实现二者的有机结合。高校应对重大疫情实践应当是一项系统工程,总体由教师子系统和学生子系统构成。这一系统的基本特质表现为目的性保证稳定发展,整体性决定协同发力,开放性实现健康运行。当前,高校应对重大疫情实践系统的现实困境呈现为系统目的性遭受不确定因素扰动,系统整体性遭受有限性资源羁绊,系统开放性遭受主动性不足弱化。其优化路径在于增强反馈调节,强化实践系统的目的性;坚持党的领导,增强实践系统的整体性;加强主动作为,优化实践系统的开放性。

Colleges and universities shoulder the dual duties of epidemic prevention and control in the first place and talents cultivating in dealing with major epidemic situations,and are responsible to integrate them.The responding practice of colleges and universities to major epidemics is a systematic project involving both teachers and students as its subsystem of epidemic prevention and control.The basic characteristics of the response system for major epidemic are to ensure the stable development for the purpose,and to determine the synergistic efforts as a whole,and to achieve healthy operation for the openness.When it comes to the system of dealing with major epidemic situations,colleges and universities are found to be faced with certain reality dilemmas:the target of the system being disturbed by uncertain factors,the wholeness of the system being constrained by limited resources,and the openness of the system being weakened by lacking in active actions.The way forward for colleges and universities to respond to major epidemic practice systems lies in strengthening feedback regulations and focusing on the ultimate purpose of the practice system;adhering to Party leadership to enhance the wholeness of the practice system;and acting actively to improve the openness of the practice system.
