摘要
城市安全与综合防灾是城市治理体系的重要一环,是城市高质量发展的基本前提。本文基于城市生产事故案例,从全生命周期和持久战战略视角出发,探索构建城市生产安全防控体系的基本内容,包括初始防御、中段拦截、末端消防三个阶段和四个战略目标。在每一阶段,研究设定了相应的战略目标,并综合经济手段、信息技术、行政执法、军事思维等多种方法,提出了可操作的对策。
The Urban Safety and Comprehensive Disaster Prevention, which is the basic premises for highquality urban development, plays an important role in the urban governance systems. Based on the typical case of industrial accident,the perspective of the whole life cycle and the strategy of protracted war,this paper has built overall strategic framework of city safety, including "three strategic stages, four important goals", covering comprehensive measures of economic, administrative, information technology, law enforcement,in the meantime putting forward some suggestions for disaster prevention and control.
