党的十九届四中全会提出"坚持和完善社会主义基本经济制度,推动经济高质量发展""全面贯彻新发展理念,坚持以供给侧结构性改革为主线,加快建设现代化经济体系。"新时期,立足国家经济发展进入新阶段的实际,迈向经济高质量发展的轨道,是符合国情、满足人民美好生活需求的应然之举。青海省经济发展作为国家总体经济不可或缺的动力分支,其高质量发展亦应以新发展理念为指导,坚持以创新发展为第一动力、协调发展为内在要求、绿色发展为基本条件、开放发展为空间拓展、共享发展为初心目的,促进青海省经济总体的质优发展。
