医疗卫生体制是一项涉及主体众多的系统性关键民生领域,是重要的民生、民心工程。在阜南县的医疗体制改革中,地方政府充分发挥财政资金"四两拨千斤"的作用,真正把提升人民群众的健康水平作为财政运行管理的根本目标,通过强化健康促进导向,进一步加大基础投入、改变资金管理方式、鼓励多元社会资本参与,全面补齐了县乡村三级的医疗和公共卫生短板,有效解决了对贫困群体的托底保障问题,取得了较显著的成效。

The health system is a systematic key area of people’s livelihood involving many subjects, and an important project for the population. In the health reform of Funan County, the local government gave full well-leveraged play to the financial funds. They truly regarded improving the health of the people as the fundamental goal of financial operation and management, and achieved remarkable results by strengthening the orientation of health promotion, further increasing investment in basic facilities, changing the way of capital management and encouraging the participation of diversified social capitals, which comprehensively strengthened the medical and public health weaknesses at the village, township and county levels and effectively solved the problem of bottom-up protection for the impoverished populations.
