摘要
目的分析广西乡镇卫生院卫生人力资源配置数量、结构和公平性,为进一步完善农村基层卫生人力资源相关政策奠定基础。方法资料来源于2012-2019年《广西卫生健康统计提要》,利用洛伦兹曲线和基尼系数对其公平性进行评价。结果 2011-2018年每千农业人口乡镇卫生院卫生人员数和基尼系数较稳定,基尼系数均小于0.1,公平性较好。乡镇卫生院卫生技术人员年龄主要集中在25-44岁之间,大学本科及以上学历人员比例较低,大专及以下学历人员所占比例较高,以初级及以下职称为主。结论乡镇卫生院卫生人员配置均衡,但是人员结构仍亟需改善。应逐步完善基层医疗卫生人才的培训体系,建立招聘、稳定人才的长效机制,切实增加农村基层卫生人才补充来源,提升基层卫生服务能力。
Objective To analyze the quantity, composition and equity of health human resources allocation in township hospitals of Guangxi Province, and to provide basis for improving the relevant policies. Methods The data of health human resources allocation in township hospitals was obtained from Guangxi Health Statistics Summary from 2012 to 2019. We analyzed and evaluated its equity with Lorenz Curves and Gini Coefficient. Results From 2011 to 2018[11], the number of health personnel per thousand agricultural population and Gini coefficient in township hospitals were relatively stable, and the Gini coefficient was less than 0.1, indicating good equity. The ages of health technicians in township hospitals were mainly within the range of 25 to 44 years old. The proportion of health technicians with bachelor’s degree and above was lower, and the proportion of health technicians with college degree and below was higher. Most of them had junior professional titles or below. Conclusions The distribution of health personnel in township hospitals is balanced, but the composition of personnel still needs to be improved. The training system for grassroots health professionals should be improved gradually, and the long-term mechanism for recruiting and stabilizing talents should be established, so as to increase the number of rural health professionals and improve the capacity of grassroots health services.
