公共卫生事件频发已经成为一个重要的城市问题。最优位原则强调公共卫生事件应急治理在城市治理中的特殊优先地位,体现了目的层面"以人为本"的治理理念,是以人民为中心的发展思想的必然要求。城市是公共卫生治理体系的关键节点,法律应赋权城市政府在初步判断公共卫生风险的情况下启动多元主体下沉式社区网格公共卫生治理和运行机制,从而实现风险不转化、事件不扩散的制度目标。

The frequent occurrence of public health events have become an important urban problem.The principle of optimal position emphasizes the special priority of urban public health emergency management in urban governance,and embodies the governance concept of"people-oriented"at the objective level,and is the inevitable requirement of people-centered development thought.The city is the key node of public health governance system.The law should empower the city government to establish the public health mechanism of sinking community grid with multiple main bodies,so as to achieve the system goal of risk non transformation and public health events non-proliferation.
