总体来看,警用无人机研究经过起始、升温、高速发展三个阶段,趋势良好,但存在文献数量、实证性研究和前瞻性研究较少的桎梏。具体内容上,警用无人机文献探讨了警用无人机的管控、安全以及应用问题,提出法律法规制定和执法效益提升的对策。放眼将来,警用无人机研究应以实战研究为主动力,全面提升执法效率的同时注意警察公共关系的构建;规划研究为主方向,全面完善执法细则的同时注意执法裁量基准的界定;技术研究为主抓手,全面接轨技术创新的同时,保证相对民用无人机的技术优势。

Generally speaking,the study of Police UAV has gone through three stages:beginning,warming up and high-speed development.The overall development trend is good,but there are less literature,empirical research and forward-looking research shortcomings.In the specific content,the relevant literature of police UAV discusses control,safety and application of police UAV,and puts forward the countermeasures for the formulation of laws and regulations and the improvement of law enforcement efficiency.Looking into the future,firstly,the research on police UAV should take the actual combat research as the main driving force,improving the efficiency of law enforcement in an all-round way and pay attention to the construction of police public relations;secondly,the study of police UAV should focus on normative documents,and pay attention to the definition of discretion benchmark while improving law enforcement rules;thirdly,the discuss of police UAV should focus on technology research,and ensure the technical advantages of civil UAV while fully integrating with technological innovation.
