关于村级自然资源经营制度的设想

The Idea that Manages System about Village Level Natural Resources

笔者把最基层村级作为考察对象,就我国自然资源经营制度提出“理清功能,定向经营;发包经营,实物计价;二次分配,兼顾各方”的基本设想,并对这种设想能解决问题:村集体收入来源;农田基础设施建设;生态保护和种植计划;老农民养老;我国粮食参与国际市场竞争;农业从业人员等问题进行了说明,最后指出了实施这种设想要解决的两个关键要点;及时界定村集体经济组织成员身份和充分保障村集体成员承包份子田的权利和通过土地流转已经形成的种植大户或家庭农场的现实权利。

The author takes the most basic village level as the object of investigation,and puts forward the"clear function,oriented management;Contract management,pricing in kind;Second distribution,give consideration to all parties"basic idea,and this idea can solve the problem:the source of village collective income;Farmland infrastructure construction;Ecological protection and planting plans;Old-age farmers;China's grain to participate in international market competition;At last,it points out two key points to be solved in the implementation of this idea.Timely define the membership of village collective economic organizations and fully protect the rights of village collective members to contract farmland and the realistic rights of large farmers or family farms that have been formed through land transfer.
