为精细化管理运营商电费,提升电费使用效率,在内蒙古电信日常电费管理实践基础上,并结合兄弟省份经验,总结电费管控的"顶层设计、三阶段实施"方法步骤。通过顶层设计规定本单位电费管控工作最终目的、达到的管理目标、财务目标、效益目标。三个阶段是达到目标的必经过程,三个阶段步骤分别为:能耗管理系统建设阶段、电费定额管理阶段、数据挖掘与多维度分析阶段。在每一个阶段都详细描述阶段目的、注意事项、关注重点等。期望此方法能助力运营商顺利推进能耗管理工作,提高电费效益,最终实现节能减排。

In order to Enhance Management of Electric Charge of Telecommunications company and improve the efficiency of electric payment, The authors sum up the "top-level design and three-phase implementation" model on the basis of daily electricity bill management practice. Through the top-level design plans the ultimate goal, achieved management goal, financial goal, and benefit goals.The three phases are: energy management system construction phase, electric charge quota management phase, and data mining and multi-dimensional analysis phase. In each stage,the purpose, precautions, and focus of the stage are described in detail. It is hoped that this model method can help brother telecommunications operators to smoothly promote energy consumption management, and ultimately achieve energy conservation and emission reduction.
