“十四五”期间我国科技情报事业的发展思考

Reflection on the Development of China’s Scientific and Technical Information Industry During the “14th Five-Year Plan” Period

[目的/意义]提出"十四五"期间我国科技情报事业发展策略,为国家管理部门提供参考。[方法/过程]首先分析了我国科技情报工作的现实机遇与挑战,进而提出了我国科技情报事业发展的重点任务和推进策略。[结果/结论]"十四五"期间,我国科技情报事业应以立体化科技情报资源体系、科技监测预测与响应体系、全程化知识服务体系、多层次情报产品体系、特种文献保障体系建设为主要任务;重点推进科技情报体制和制度建设、科技作品的版权登记与数据生产要素建设、科研标准化体系和情报工程基础设施建设、自主可控的开放融合生态环境建设、情报业务流程再造和新型情报岗位人才培养等工作。

[Purpose/significance] This paper puts forward the development strategy of scientific and technical information industry of China during the "14 th five-year plan",which can provide reference for the national management department.[Method/process] This paper first analyzes the opportunities and challenges of scientific and technical information industry,then proposes the key tasks and promotion strategies for the development of scientific and technical information industry in China.[Result/conclusion] During the "14 th five-year plan" period,the scientific and technical information industry of China should take the stereoscopic scientific and technical information resource system,scientific and technical monitoring,prediction and response system,whole process knowledge service system,multi-level information product system,and special literature guarantee system as the main tasks.Focus on promoting the construction of scientific and technical information system,the copyright registration of scientific and technical works and data production factors,scientific research standardization system and information engineering infrastructure,independent and controllable open and integrated ecological environment,reengineering of business process and the training of modern intelligence analysts.
