塞内加尔上游油气投资环境及机会分析

Analysis on Investment Environment and Opportunity of Upstream Oil and Gas in Senegal

近几年来,随着塞内加尔盆地在海上深水区陆续获得油气勘探的突破,素有"西非门户"之称的塞内加尔重新进入上游油气公司的视野。塞内加尔政局稳定,社会治安较好,经济虽不发达但在稳步增长,国内法律体系相对完备,政策鼓励引进外资。2019年石油法典改革后的财税制度较之前稍有严苛,但多数合同条款的约定比例仍然可以谈判。近五年已有多起成功进入塞内加尔的上游资产并购案例,同时塞内加尔石油与能源部于2020年1月31日正式启动了海上12个区块的许可证公开发放,本轮招标将于2020年9月30日结束。意欲进军西非塞内加尔盆地的国内油气公司可抓住此次释放机会,通过优选本轮海上招标区块中的油气资产投标进入,或者选择Total、BP等优质的合作伙伴,筛选前期已进入的Kosmos、FAR、Cairn、Woodside等小型油气公司,分析公司的战略变化及现状,仅仅抓住现在国际低油价的窗口期并购其优质资产。

In recent years,Senegal,known as the "Gateway to West Africa",has re-entered the field of upstream oil and gas companies with breakthroughs in offshore deepwater exploration in the Senegal Basin.Sene-gal has stable political situation,good social security,an underdeveloped but steadily growing economy,a relatively complete domestic legal system and policies for encouraging the introduction of foreign investment.The fiscal and tax system after the reform of the Petroleum Code in 2019 is slightly stricter than before,but the agreed proportions of most contracts can still be negotiated.In the past five years,there have been a number of successful cases of upstream asset mergers and acquisitions in Senegal.Meanwhile,the Ministry of Petroleum and Energy of Senegal officially launched the public issuance of licenses for 12 offshore blocks on January31,2020.The current round of bidding will close on September 30,2020.Domestic oil and gas companies intended to move into Senegal Basin should seize the opportunity.They can put in a tender for optimizing oil and gas assets in the offshore bidding blocks in this round,or choose high quality partners such as Total and BP to select Kosmos,FAR,Cairn,Woodside and other small oil and gas companies already entered in early time for analyzing the company′ s strategic change and the status quo and seizing the present international window period of low oil prices to purchase their high-quality assets only.
