上合组织促进区域经济一体化的行动逻辑--基于上合组织与欧亚经济联盟关系的思考

The Action Logic of SCO in Promoting Regional Economic Integration——the Relationship between SCO and Eurasian Economic Union

基于横向国际视角及纵向历史视角,分析了上合组织与欧亚经济联盟在具体行动策略和区域经济一体化理念等方面的区别,以及其背后的政治、经济根源特别是发展范式的差异。与欧美“范式性力量”主导下的国际秩序不同,上合组织倡导以“文明性力量”来调整国际间关系,奉行“互信、互利、平等、协商”的原则,尊重多样文明、谋求共同发展的“上海精神”,强调价值融合基础上的国际区域经济一体化发展。在新的历史时期,要以“上海精神”引领国际经济秩序的重构,倡导伙伴精神,增进国家互信;借鉴古丝路智慧,以安全稳定为首要促进区域发展;根据区域发展特点,适时调整上合组织发展策略。

Diachronically and synchronically,this paper analyzes the differences between SCO and Eurasian Economic Union in terms of specific action strategies and regional integration concepts,and the political and economic roots behind them,especially the differences in development paradigms.Different from the Western paradigms,SCO adheres to the principle of"mutual trust,mutual benefit,equality and consultation",respects diverse civilizations and seeks the"Shanghai spirit"of common development.In the new historical period,SCO is supposed to advocate the spirit of partnership,and enhance mutual trust among countries with the spirit of the above mentioned values to lead the reconstruction of the international economic order,to take security and stability as the first priority in the regional development by taking in the wisdom of the ancient Silk Road,and adjust timely its development strategy in line with the characteristics of regional development.
