习近平生态文明思想蕴含着丰富的环境治理现代化内涵,而环境治理观念现代化是推进环境治理现代化的思想基础。全面加强党对环境保护的领导是推进环境治理现代化的政治保障。为此,推进环境治理体系现代化必须完善生态环境监管体系、完善环境治理政策支撑体系、健全生态环境保护法治体系及构建生态环境保护社会行动体系;推进环境治理能力现代化必须运用绿色技术创新破解环境治理难题、加强生态环境监测网络信息化建设及运用环境大数据分析手段,提升环境治理的科学化水平。
