我国公办福利机构社会工作服务评估研究

Evaluation Study on Social Work Services of Public Welfare Institutions in China

通过回顾公办福利机构社会工作服务历程,阐述了社会工作内部和外部两种评估形式的内涵。针对外部评估,拟定了具体的评估指标体系,凸显了服务思路的逻辑性、服务对象的参与性、社工权益的保障性、评估体系的开放性等重要维度;针对内部评估,以需求评估为例提出了具体的评估步骤。在此基础上,从理论探讨延伸至实践,基于广东省26家公办福利机构调研结果,归纳了当前公办福利机构专业服务评估的方式,即委托第三方机构评估、民政或福利机构主导评估以及无评估三种,也梳理了社工对评估的反馈建议,同时分析了服务经费、社工行业发育程度等制约专业评估的因素。最后,针对外部评估与内部评估分别提出了改善建议。

Based on the review of the professional service process of social work in public welfare institutions in China,this study introduces the connotation and content of the internal and external evaluation forms of social work in public welfare institutions.In view of external evaluation,this study formulates an evaluation index system,which highlights the attention paid to such important dimensions as logicality of service ideas,the participation of service objects,protection of social workers’rights and interests,and openness of the evaluation system.For internal evaluation,this study elaborated the specific steps of carrying out the needs assessment as an example.From the perspective of theory to practice,this study summarizes three ways of professional service evaluation and feedback from social workers in 26 public welfare institutions in Guangdong Province.It also analyses the main influencing factors of professional evaluation,i.e.,service funds and the development level of the local social work industry.Finally,this study proposes improvement suggestions for external evaluation and internal evaluation respectively.
