Self-accountability of Party and Government Leaders:Theory Justification and Mechanism Construction

党政领导干部自我问责是党政领导干部基于道德自律对自身失德失范行为的自我追究,具有重要的理论和实践价值。现有研究主要聚焦党政领导干部自我问责的内涵、表现、特征、条件等议题,对其理论证成和机制构建尚缺乏深入研究。从理论证成来看,内部问责关系的存在和党政领导干部对主观责任的自我追究使党政领导干部自我问责具备理论可行性和实践必要性。党政领导干部自我问责的机制构建主要由问责要素设置和问责流程设计构成。基于"结构-过程"分析可知,在问责要素层面,党政领导干部自我问责中的问责主体和问责对象分别指向党政领导干部的内在道德和外在行为,问责情形包括党政领导干部违背大德、公德和私德的各种失范行为,问责方式包括自我批评、主动公开道歉和引咎辞职。在问责过程层面,自我反省、自我惩罚和自我纠错三个问责环节前后衔接、环环相扣,共同揭示出党政领导干部自我问责的运行逻辑。

As a self-investigation of their own unethical and anomie behavior based on moral self-discipline,self-accountability of party and government leaders has important theoretical and practical value.While previous research mainly focuses on such issues as the connotation,manifestation,characteristics,and conditions of their self-accountability,there is still insufficient in-depth research on its theoretical justification and mechanism construction.From a theoretical justification perspective,the existence of internal accountability relationships and the self-accountability of party and government leaders for subjective responsibility make self-accountability theoretically feasible and practically necessary.Its mechanism construction is mainly composed of element setting and process design.Based on the analysis of"structure-process",it can be known that at the level of accountability elements,the accountability subject and object are mainly targeted at the internal morality and external behavior of party and government leaders.Accountability situations include various anomie behaviors of party and government leaders that violate great,public and personal morality.Accountability methods include self-criticism,proactive public apology,and resignation.At the level of the accountability process,the three accountability links of self-reflection,self-punishment,and self-correction are linked and interlocked,which together reveal the operating logic of self-accountability of party and government leaders.
