As a discourse category with Chinese characteristics,“the Party's organizational system”has gone through the broad practice of Chinese revolution,construction,reform and governance in the new era,and realized the Sinicized expression of Marxist political terms.This concept,which has been presented,discussed and embodied in the Party Constitutions,is more systematic,scientific and normative than other forms of expression such as“organizational system”,“organizational structure”,and“organizational institution”.It is a three-dimensional system with material carriers,institutional skeletons,and ideological essence.It is composed,in cohesion and hierarchy,of the party's central committee,the local party organizations,party organizations at the grass-roots level,and the party group.Embedded in it are the party's internal laws and regulations with the Party Constitution as the foundation and democratic centralism as the core,and deeply contained in it is the Marxism-dominated political culture of the party.As a new Marxist governing system,the Party's organizational system has the characteristics of organization-oriented political guidance,strict integrity of organizational structure,scientific and efficient organizational operation,and people's nature in organizational behavior.At the historical juncture of the new era,the Party's organizational system,as the center and hub of national governance,can ensures the full manifestation of the advantages of the socialist system with Chinese characteristics,promotes the smooth realization of the great project of Party building,and leads the people to realize their yearning for and pursuit of a better life.
