城市社区治理体系现代化的多维考察

Multidimensional Study on Modernization of Urban Community Governance System

社区治理是社会治理的基础性工程,社区治理体系建设是社区治理能力和治理效能提升的基础和关键所在。文章在从理论层面系统分析社区概念的演变、现代化治理目标的新内涵、现代化治理主体关系的新特征、现代化治理方式的新内容新途径,从实践层面深入分析城市社区治理体系现代化进程中,推进主体多元化、组织网格化、制度规范化以及技术信息化等工作遇到的新问题基础上,提出从调整国家—社会关系、构建多元共治格局以及提升治理体系的科学化、专业化水平3个方面完善城市社区治理体系的发展思路以及应对当前社区治理体系现代化面临的主要任务。

Community governance is the basic project of social governance,and the construction of community governance system is the basis and key to the improvement of community governance capacity and governance effectiveness.In order to promote the modernization of urban community governance system,we must first accurately grasp the evolution of the concept of community,the new connotation of the goal of modern governance,the new characteristics of the relationship between the subjects of modern governance,the new content and new ways of modern governance from the theoretical level.In recent years,some urban community governance system construction has encountered new problems in promoting the diversification of the subjects,griding of the organization,standardization of the system and informatization of the technology.On the basis of systematic and in-depth research,we believe that it is necessary to clarify the development ideas from the three aspects of adjusting the state-society relationship,building a multi-governance pattern and improving the scientific and professional level of the governance system,and solve the three tasks facing the modernization of the current community governance system.
