人工智能时代民族事务治理的变革与创新

Reform and Innovation of Ethnic Affairs Governance in the Age of Artificial Intelligence

人工智能的发展在促进社会生产力发展的同时,也进一步推动了我国民族事务治理的变革与现代化。在提升民族事务治理效能,强化民族事务治理的精细化、协同化创造新路径的同时,人工智能技术因其内在的二重性,也可能对民族事务治理的伦理安全和信息安全带来前所未有的挑战和冲击。在此背景下,本文分析了当下我国民族事务治理中的人工智能发展的新机遇和挑战。提出在推进民族事务治理体系现代化的过程中,必须正视人工智能带来的双重效应,通过建构和形成理念引领机制、宏观管理机制、微观运行机制、外部协作机制和评估预警机制等手段来推进人工智能同民族事务治理实现科学融合,为提升我国民族事务治理力提供更加坚实的技术支撑。

Artificial intelligence has not only promoted the development of productivity,but also facilitated the reform and modernization of ethnic affairs governance.It enhances the effectiveness of ethnic affairs governance and strengthens the refinement and coordination of ethnic affairs governance,but it may also pose challenges to the ethical and information security of ethnic affairs governance.And in recent years,due to the promotion of e-government and related policies in ethnic areas of our country,artificial intelligence has been continuously applied in the governance of ethnic affairs in China,and its forms have been continuously diversified.Still,there are problems with artificial intelligence in the governance of ethnic affairs at present,such as shortages in policy guidance,data connectivity,technological innovation and external support.In the process of the modernization of the national affairs governance system,we must face up to the dual effects of artificial intelligence and push on the scientific integration of artificial intelligence and ethnic affairs governance by constructing and form the concept leading mechanism,the macro-management mechanism,the micro-operation mechanism,the external collaboration mechanism,and the evaluation and early warning mechanism,so as to provide more solid technical support for enhancing the governance ability of ethnic affairs.
