《中小学教科书审读补充意见书》与新中国成立初期的教科书编审

Supplementary Opinions on the Review of Textbooks for Primary and Secondary Schools and the Compilation and Review of Textbooks in the Early Years of the People’s Republic of China

1949年11月1日,中央人民政府出版总署成立,原华北人民政府教育部教科书编审委员会的人员进入出版总署下的编审局,继续从事新中国教科书编审工作。1950年2月,编审局印发了《中小学教科书审读补充意见书》。该意见前承《中小学教科用书审读意见书》,后继教育部教科书管理,是新中国成立后集中统一的教科书体制构建的重要过渡环节。《中小学教科书审读补充意见书》的发现和整理,对于厘清开国教科书编审工作领导、组织、实施、接续发展的情况和脉络,廓清对于新中国成立之初教科书编审工作的一些模糊甚至错误的认识,客观评价教科书编审委员会和编审局的教科书编审工作,具有独一无二的学术和史料价值。

On November 1,1949,the General Administration of Press and Publication(GAPP)was established.The former Textbook Editing and Reviewing Committee(TERC)of the Ministry of Education of the People’s Government of North China was incorporated into the Textbook Editing and Reviewing Bureau(TERB)under the GAPP to continue to be responsible for the compilation and review of textbooks in the People’s Republic of China.In February 1950,the TERB promulgated Supplementary Opinions on the Review of Textbooks for Primary and Secondary Schools,which was the second normative document on the textbook review and choice issued after the founding of the People’s Republic of China.This document,together with the previously issued Opinions on the Review of Textbooks for Primary and Secondary Schools,has become an important link in the establishment of a unified management system for the Ministry of Education after the founding of the People’s Republic of China.The research and review of Supplementary Opinions on the Review of Textbooks for Primary and Secondary Schools have important academic value and historical significance.They can help us sort out the leadership,organization,implementation and development of the compilation and review of textbooks work in the early years of the People’s Republic of China,clarify some vague understandings of the textbook review work at that time,and evaluate objectively the work of the TERC and the TERB.
