全面抗战时期中国共产党“双拥”运动之考察——以太行根据地为探讨中心

On the Double-support Movement of CCP during the Anti-Japanese War——Based on the Taihang Base Area

以“运动”方式来贯彻党的有关路线、方针和政策是中共运行机制之一。全面抗战后期,中共各根据地开展了大规模的“双拥”(即“拥军优抗”与“拥政爱民”)运动,力图消弭军政民关系中的某些紧张现象。在中共整风运动和群众路线的协力推进下,太行根据地注重兼顾各方利益,着力于干部群众与军队战士思想反省检讨,以军民誓约、拥军大会和联欢会等情感交流方式予以落实,“寓教于乐”的舆论文化动员则更促使运动进一步走向深入。由此,在党的一元化领导之下,“双拥”运动自上而下地贯彻,又以由点至面不断渐进,“军政民一家亲”观念逐渐“入脑”“入心”,太行根据地军政民关系密切起来,推动了中共敌后游击战的成功实践,展示了中共与农民新型关系构建的政治智慧。

Implementing the party’s or state’s lines,principles,and policies through“movements”is one of the CCP’s important implementation mechanisms.In the late period of the War of Resistance Against Japan,the Taihang base area launched a large-scale“double-support”movement in an effort to eliminate certain tensions in the army-government-people relationship.With the concerted efforts of the rectification movement and the mass line,the CCP pays attention to the interests of all parties,focuses on the ideological reflection and review of the cadres,the masses and the soldiers,and implements it through emotional exchanges such as army-civilian pledges,army support meetings,and parties.The mobilization of public essays further promoted the movement to go deeper.As a result,under the party’s unified leadership,the“Double support”movement was implemented from top to bottom,and gradually progressed from point to point.The concept of“army,government,and people family members”gradually“into the brain”and“into the heart”,and the Taihang base area The close army-government-people relationship has promoted the successful practice of the CCP’s guerrilla warfare behind enemy lines and demonstrated the political wisdom in building a new relationship between the CCP and the peasants.
